This problem was fixed in the 0.3 beta, but it returned for me in the
latest Dev version (0.4.154.18). I posted the symptoms in the comments
on the relevant post on http://googlechromereleases.blogspot.com/ but
just in case I'll repeat this here:

It looks like there's a regression bug. I open Chrome, add a new tab,
drag that tab to detach it, and as soon as I release the left mouse
button, Chrome crashes ('whoa!'). This bug existed in the dev version
just prior to the latest beta, and it was highlighted as an urgent bug
to fix (can't find that message anymore though). It was identified as
a problem that occurs on tablet PCs, and was fixed for the beta
version. It appears that the problem has returned in this dev version.

This does NOT happen when I drag the tab and take one second before I
release the mouse button. If I drag down and immediately release the
tab (say 0.1 second) I almost always get the crash. Hope this helps
the debugging. I also not the sticky tab' issue, where the tab is
dragged without me holding down the left mouse button. Pressing ESC at
that point resolves that issue without the crash.

Unfortunately the latter is not such a rare scenario: it is exactly
what happens when I try to single-click the 'x' to close a tab, but
accidentally drag the tab by a few pixels.
