there are many pdf reader applications that do not automatically come with a pdf printer component, such as adobe acrobat reader, and foxit pdf reader, so people who can read pdfs can't necessarily create them.
one thing to note is that the pdf format is a proprietary format owned by adobe and as such attracts a fee and/or royalties for its usage (in terms of creating pdfs rather than reading them which i believe is free), which is why the ability to create pdf documents is not as commonplace as one might hope. this is why you will find that pdf writer apps and/or printer components are usually either shareware or have plenty of advertising pasted all over them.
