It is a security issue, thats why you can't do it.

Why do you NEED to call an exe? Can't you create something in ActiveX?
Web browsers are designed to talk to servers on the internet, not run
client applications.

Otherwise, the page could make you download a bogus exe and then and
run keloggers, trojans, you name it!

What are you intending to "run" and why? Why can't the user do it?
