I agree that this is an annoyance. Resubmitting by default would
however have a lot of negative implications, including security and
economic. Imagine an automatic resubmission of an online order.

The obvious solution would be to automatically show the page's
contents from the cache. If you'd want to resubmit after that, a
reload/refresh of the page would do just that.

Why it's not implemented like that (as it is in Firefox) is beyond me.
