When you download the repository, as Tommy stated, you have to run the gcl
command within the subversion repository.  It could be src/ or src/chrome or
src/chrome/browser, as long as there exists a repository. Because the
command, gcl change, will check which files has been changed wrt to the
repos on that folder recursively, so you can create a change list.

and I can assure you everything will work smoothly.
