Regarding "Apps" like weather, news, and favourite websites, I don't
think the best idea is to build such apps directly into Chrome.
Chrome is still just a browser (or more grandly "application
platform").  We can use Chrome to go to many websites/run may web
apps, but I don't think the apps should be part of Chrome.  And
regarding weather, news, and favourite website apps, Google already
provides all that from your iGoogle page.
