Chrome does allow you to drag images from it, like onto your desktop.
If you can't drag it into Photoshop, I believe it would be a Photoshop
feature request at adobe.com that you should be submitting.  If you've
done it from IE7 into Photoshop, maybe the image you tried to drag
from chrome was a css background image.
