I think they are not going to implement that feature any time soon. If you have multiple users on your computer, I strongly recommend that you should consider creating multiple user accounts. That way your sister gets her own set of preferences whichever application she runs. And yes, your sister will get her own sets of bookmarks if she has a separate account.
