http://dev.chromium.org/developers/how-tos/build-instructions-windows clearly states which SDK is required.
When you download a tarball, make sure you sync afterward. Also, make sure the tree is "open" by looking up at http://build.chromium.org with a rough evaluation of the red versus green. :) Is the compile step failed on 'Chromium XP', don't bother much until it's fixed.
