This is indeed a nice idea, though not original.If I remember correctly,
Odigo (or something) tried to do that (but who remembers them now,
apparently it was unsuccessful).
OpenSocial (by Google) tries to do it for websites at will.

But, in general, this is extensions material, not a core browser feature.
And, yes, it will require a large server to create a social networking (or a
'space') for every website you visit, but a chat room should not be a real
pain to have (but I am really not into chat rooms).
