There are no panels.The closest you can get is an experimental feature, called "toolstrips", which will add another 'toolbar' to the bottom of the browser windows. Though it is not enabled by default, it is part of the in development extensions system, which has to be enabled from the command line (--enable-extensions). And there is currently no way to add a toolstrip not when the browser loads, unless you install the extension in the middle of the browsing session, but the next browsing session will have the toolstrip on on load.
