The only exception so far is the release notes for 2.0.181.1, which is here: http://sites.google.com/a/chromium.org/dev/2-0-181-1 I'm pretty sure the WebKit part is upgradeable separately from the browser code. In fact, the devs do this on a regular basis when pulling in the latest nightly builds of WebKit into the Chromium source.
