I am also running 3.0.183.1 and I see extensions loading and
installing fine. Can anyone else reproduce the issue Alex is seeing?

Alex, what do you see if you navigate to chrome://extensions ? Are any
extensions listed there? What happens if you try installing sample
extensions from
http://dev.chromium.org/developers/design-documents/extensions/samples
?

To answer your question about update. The dev channel, which you are
on, automatically updates about once a week. You can manually check
for an update by opening wrench > About Google Chrome.
