I think a button on the interface would do nicely.
Then when clicked, it will unroll the toolbars by default to 5 (15%
browser-height, rounding up to the nearest whole toolbar height)
It could also be resized simply by dragging the bottom. (auto-snaps to
toolbar height, of course)

But what kind of button is another question, the wrench is taken, so
that ones out.
I guess you could create an actual simplistic toolbar: a line (or 2)
at the top showing a couple hammers hanging from it?
It would fit in with simplistic icon-styling.

But the choice to also have a toolbar always showing should be there
too, with the cycle button as you mentioned.

This should solve the major problems with toolbars i think. It is all
nicely condensed to save space and not end up creating Toolbar Hell.
