Some sort of. There is a massive ongoing development on the Extensions system, which is going to allow a lot of tweaks and add ons. Themes are already supported in the Dev release of Chrome 3 ( dev.chromium.org/getting-involved/dev-channel).
But... do not expect not to have tabbed browsing. Maybe an extensions could cause any opened tab to be swapped with a new window.
