Try running with --enable-logging --log-level=0

This will save extra infos on what is going on to a file "debug.log"
(which is in the same location as the chrome.exe binary).
Alternatively you can specify the location of the log file with
--log-file="c:\path\to\logfile.txt"

You will want to pay attention to the logs that show which settings it
used (as determined from the IE settings).
