In 3.0.191 Windows, it is shift-middle-click. Shift right-click gives
the context menu (as does right-click).
I am not aware of any recent change to this functionality on Windows.

@PhistucK: Maybe Linux or Mac handles it differently? You did not
mention which OS or Chromium version
you are using.
