I think you've more-or-less described how things work in FastStone and
the FF sidebar add-on. Move the cursor anywhere on the screen edge and
a 'bar' appears.  Move off the bar and it disappears. With the FF add-
on you can set how quickly it disappears.  I've gone for  a tenth of a
second.
