http://code.google.com/chromium/terms.html describes the licenses of the code.
In general, my understanding is that anyone can use and modify the open source Chromium code for whatever they want including using it as the basis/part of any further software development or package. But you should definitely check with a lawyer before making any commercial release, and I am not a lawyer.
