For text only zoom, you can add a STAR to the following issue to be
notified of updates:
http://code.google.com/p/chromium/issues/detail?id=8947

You can access the Cookie Manager from Wrench menu > Options > Under
The Hood > Show Cookies

delete all cookies.

I don't think Chrome has any scheduled cookie deletion, but I believe
there are some caps on the maximum number of cookies or stale date,
etc. You can search http://code.google.com/p/chromium/issues/list for
cookies related issues (you may have to search "All Issues" to see
fixed issues).
