That's interesting... I'm running Chrome 4.0.207.0 (Official Build 25617) on 64-bit Ubuntu Intrepid (8.10) and I still get the "Inspect element" context-menu item if I right-click on a page. Ctrl-Shift-J also works, have you tried that too?
btw, I thought the URL was < chrome://inspector/inspector.html > but that doesn't give me the right result either. Good luck!
