There are a number of excellent themes out there which follow the
proper crx specifications set by Google. The problem is that the theme
park doesn't accept user submissions yet.

which are NOT in the official gallery.

As for Extensions, it would not be advisable to setup any such
infrastructure yet, because the API's are still in a state of flux. Up
to last week, there were breaking changes made to the Extension
system. It's just not ready yet.
