There should be an update in the about box about once a week. The
current version is 4.0.223.8, so if you're on an older version,
something is not working for you.

However: There's a bug that if chrome downloads the update without you
opening the about box, the about box won't tell you that an update has
been installed and that you have to restart your browser to activate
the update. Does restarting help you?

Finally, note that autoupdates are only enabled in the official chrome
build (the one with the colorful logo). Chromium builds (blue logo)
don't autoupdate.
