You can also pass the exemptions as a command line flag to chrome:
    --proxy-bypass-list="<coma-delimited-list-of-domain-patterns>".

If you are not sure that the settings are being applied, you can
check-up on chrome's current exemption list by navigating to:

    about:net-internals/proxyservice.config

Note however that you cannot currently use masking patterns as in your
example of "192.162.0.0/16":
