Actually, if my understanding of bookmark sync is correct, that behavior is exactly expected.
Bookmark sync does not mean bookmark "merge" or "union". It does not mean take all the different bookmarks from many Chrome browsers and make a combined list of all the bookmarks. Rather, bookmark sync means keep the entire set of bookmarks in sync and consistent between many Chrome browsers, including additions, modifications, and deletions. In your case sh4Rkb8, it looks like you activated bookmark sync from PC#1 first, which becomes the initial bookmark data which is synced to all other Chrome's that sync to the same account. That is why PC#2 got its bookmarks updated and synced to PC#1's bookmarks, including deleting bookmarks for dell and at&t. Now if you further add dell and at&t bookmarks to PC#2, you should see them automatically be added to PC#1 as well. Again, I believe all this is expected behavior.
