How can you sign up for an account exactly? Chromium.org accounts are given to Googlers who work on Chrome, as well as to external contributers. Most of the time, you can trust them much more than regular users, because they are more involved in the project. Obviously, the Googlers themselves are the most trustworthy, but you cannot really distinguish them, other than being in the group for a while and seeing, or watching the commit logs (and even then, you cannot be certain).
Although, there are other users who are knowledgeable as much as other (external) chromium.org are.
