Hi Susan, the bookmarks manager is not yet implemented on OS X. You can star http://crbug.com/13149 to be notified of updates on this issue.
Until then, you can drag toplevel bookmarks around, you can right-click toplevel bookmarks and choose "Edit" to change their folder, and you can open any bookmark by clicking on it and then click the "star" button to change its name and folder (or delete it).
