You're right, JSON is much nicer to work with than XML for simple things like the update manifest, but adding support for JSON to Omaha would probably be a lot of work with relatively little benefit. Our long term hope is that once we launch the extensions gallery, most developers will choose to host their extensions there and never need to worry about update manifests. Instead, they'll just use the web interface to upload new versions of their code and hit a publish button.
