Is it a syntax error in the manifest or the HTML page?

If in the manifest, a dialog box should be poppping up complaining. If
in the HTML, you should be able to use the inspector to find these
(chrome://extensions -> click inspect on the view that isn't loading).

The only problem is that the inspector is broken (again!) in the dev
channel. I'm going to try and get this added to our test plan so it
doesn't keep regressing, but in the meantime, I can't think of any way
to find these issues other than guess and check. The next dev channel
should have the issue with the inspector fixed (again).
