I think PhistucK might have meant being able to move the entire toolstrip bar over to the right/left/top of the window, kind of like how you can move the windows taskbar to the left/right/top of the screen? Another random thought- maybe if the "handle" that Aaron mentions is made to look a little more like a browser tab (rounded/sloped edges), that would be a visual cue that it is draggable.
