Hi,

I reproduced the crash and filed it as crbug.com/23084.  The crash is
caused by some bad error handling code on our part.  However, once
that's fixed, your extension may still fail to load.  It looks like
it's a problem in how we're handling the _locale stuff.  If you can
rip that out for now, I expect it will work (sorry, the locale code is
very new and apparently not fully functional).
