I guess it is possible. It is hard for me to think about these things
without concrete examples, though.

For Cooliris, the context-dependent UI is to initiate the Cooliris
viewer, right? What would the permanent action be? Configuration? A
bookmark? Those don't seem like things that should have such a
prominent home in the UI, ideally.
