That's normal if you don't have any installed extensions. But, do you see
the pack button to the right? Along with load unpacked extensions and update
extensions now?Just use the button and create the .crx file. Then just drag
it to a chrome window, choose save, and then Install. That's it.

If you don't see any buttons, you may have an older version of Chrome, so
check the about Chrome menu option to verify that.
