Hi folks, Thanks for the thoughtful feedback. As Jack points out, there are pros and cons to each UI surface, and not everything that was possible with toolstrips is do-able with Browser Actions. We had to make a call for our initial release, and we felt that Browser Actions were the better choice.
This being said, keep in mind that we'll be adding more APIs after the initial release. We can't promise we'll bring back toolstrips (see the usability concerns we mentioned), but we hear your concerns and will strive to address them.
