Yeah, we decided we wanted to have an explicit API for exensions to add menu items, instead of relying on browser actions. Relying on browser actions had the side-effect that every single browser action ended up adding a menu item, most of which were unnecessary. You should use the options_page property. We will add UI to make it easy to access the options for extensions, and users will come to expect that is how you access extension options.
