There is a bug in this week's dev channel that causes this. We'll be
pushing a fix soon, but you can work around this temporarily by
disabling any extensions that use page actions. Go to wrench >
extensions, then click "disable" on each extension.

Alternatively, start chrome with the --disable-extensions flag.
