No. Well, technically, there is a an enum sent down when you right click page actions, but you should consider that temporary. We plan on using right-click in the future for showing a menu with contextual actions for the page/browser action (uninstall/config/etc), so that enum is going away.
Which reminds me, I still need to file that as a bug.
