Currently, I think one of the ways to do this is to do what Google Translate

have
done. They made browser action that once clicked, it will put an html
toolbar in the content page. Maybe you can do something similar and make a
"Web Goggles" browser action that will place a toolbar, then a user can drag
images from that webpage into that area. But that toolbar would only be
available per page. That is possible to do today, until the extensions team
allow custom toolbars.
