Which are converted to content scripts and run in isolated worlds, too, so
that will not help, I believe.

What you can do, is this -
var e = document.createElement("script");
e.src = chrome.extension.getURL('my_library.js');
e.type="text/javascript";
document.documentElement.insertBefore(e);
