Where did you read it is prohibited to use other websites for uploading extensions? The official extension gallery simply already has the infrastructure in place for uploading and auto upgrading extensions while the others still do not. I do not think you cannot upload your extensions elsewhere, but note that it will show an additional warning when you download an extension from elsewhere, as opposed to when you download from the gallery (as far as I remember).
