That is a very interesting paper you have written and has a result. The increased overshoot seen in the ntpd model must be of some concern as I would expect this is the most likely (initial) configuration. However, in the real world, where 10ms steps should be rare, would this in fact be as noticeable as in your tests? It's great to see such a development and I hope it goes ahead.
