The servers would have to be > lying about that. Note that each of the servers has a local PPS source and a couple of NTP servers that are all polled via the same network. When there is an asymmetric delay in that network, all NTP servers will show the same or similar offset in "chronyc sources", but the system is still locked to PPS. My hypothesis is that at some point chrony decides that the PPS must be a falseticker because all other sources have a ~2ms offset that is within ~100us of the others. At that time it switches to a random NTP source and unlocks from the PPS. It seems to be satisfied with the new situation as it takes ~1 hour for it to go back to the PPS time.

That is difficult to determine, sometimes it happens a couple of times in a week, sometimes it does not happen for 2 months.
