Yes, they are in UTC.

The reference time in the tracking report is the time of the last
update of the local NTP clock. The ntpdata report shows the last
update of the server's clock from the last valid response, which would
be seen it its tracking report at the time if it's a chrony server.

The client doesn't use every valid response to update its clock. There
is filtering. This means the difference to the current time in
tracking report can be a multiple of polling intervals.
