Much of the logic in ChukwaAgentController is no longer necessary. Thanks to
CHUKWA-5, starting an adaptor is idempotent, and adaptor IDs can be computed;
there's no need to track them explicitly on the application side. So we could
make ChukwaAgentController *much* simpler.
