wrapping adaptors for reliability

We don't currently deliver anything other than logs reliably. I propose to
create a new "wrapping" adaptor, to be named Buffered.
So you'll be able to say "add Buffered UDPListener 90xy".
This is going to require some fairly modest refactoring inside
ChukwaAgent.processAddCommand, to tease apart the logic for creating Adaptors
from the logic for starting them. I think it won't be too bad.
