Fix For: 0.4.0
The current static image viewer for Swimlane and heatmap uses zoom in and zoom
out like google map. However, the background outside of the data range isn't
painted properly because the blank image doesn't exist. This bug is to include
a blank image for rendering tiles outside of data range.
