HICC webserver stop working after /tmp has been cleaned up

HICC is currently extracting it's temporary working directory to /tmp. When
/tmp is cleaned up by the OS, the system stops working. The workaround is to
avoid using /tmp as HICC work directory and not extract any war file parts.
