Chukwa incubator page has bad URLs and email addresses

The Chukwa incubator page is a work in progress, but there are a few incorrect
or missing Website URLs (www and wiki) as well as Mailing list emails (dev and
commit) that should be corrected. Also the 'user' email alias is not listed.
