Does that give them license to misquote - No.
 
They are making an argument for or against their position of the day.   It 
certainly creates greater questions about their argument, their research or  
whatever if they cannot get a quotation right.
 
Further,  have always taken issue with someone saying we should do X  
because Churchill, or Roosevelt or Lincoln did X is a supposedly similar  
situation.  I submit that in almost all cases the present situation  differs so 
drastically that an old solution might not be the best course.
 
I hope every year for original thinking.  Too bad - the more things  change 
the more they stay the same.
