Churchill did no such thing--nor was he directly involved. Dowding was not retired until November 1940, well beyond the end of the Battle of Britain. He was relieved and replaced by the RAF senior command. That the event was poorly handled was later acknowledged. "Stuffy" Dowding was a difficult man to deal with, but his hard training of Fighter Command and role in developing the integrated (radar and telephone connections to the fighter bases) system helped tip the balance against the Germans in the crucial June to September period typically labeled as the Battle of Britain.
